The mayor of Manaus stated that the capacity of the city’s public network of hospitals has reached its limit.
Arthur Virgilio Neto, from PSDB, declared that public hospitals are no longer able to receive patients infected with the new coronavirus: “The health system in Manaus is unable to serve all those who, suffering from Covid-19, seek it. What does ‘Turned Over’ mean in this context?
Does it mean give away for free?
Sell at cost?
Sell to the highest bidder?
Give away in return for some hard to trace kickback (like a bag full of used money)?
It seems to me that the answer to this is at the heart of the mystery of why the federal government is behaving the way it is.

Does it really matter? Our tax dollars procured this badly needed ppe. FEMA should be distributing it or selling at cost to the the locations that need it the most. Addin an extra step forces states into a hunger games situation where they obtain medical supplies by being the highest bidder on equipment we the people already purchased. Fak!
