I think he’s just asserting his right to return to the place where he pays for health services, which is fair. Choosing British taxes over US taxes is a huge sacrifice. I’m guessing with at least three homes, the “primary” residence is going to be a slight plurality, and likely NY is slightly favored because of Amanda Palmer.
I don’t know. People fleeing NYC for their summer homes in Rhode Island was certainly a bad look, very Masque of the Red Deathesque, but assuming protocols were maintained and they didn’t take mass transit there, I do think that the risk of spreading infection, as you say, is nominal at best. He’s certainly radically less of a risk than all the Londoners who have done the same thing without much comment.
I’m definitely being more sympathetic to Gaiman than I was to the rich New Yorkers, though. Let history judge me!

Unfortunately, they’re more interested in how many goals he’s scored than the specifics of his testing: it sounds like he’s just a “long tail” person (six weeks of testing positive). It’s unclear if these are live virii or not, though, or if it is a test that reliably distinguishes. Definitely a concern if someone with severe symptoms “recover”, while continuing to be infectious for a month or more after.

This paper uses transaction-level bank account data from a large Scandinavian bank to study the effect of government social distancing laws on consumer spending in the COVID-19 crisis. We exploit a natural experiment to identify the effect of government restrictions separately from the impact of the virus and the health risks it entails: despite similar early experiences with the virus, the Danish government mandated social distancing to slow the spread of the disease while the Swedish government opted for a light-touch approach with a focus on voluntary recommendations.
We present two key results. First, we estimate a massive reduction in consumer spending in both Denmark and Sweden around the date of the Danish lockdown. This drop consists of a common component to both countries of around 25 percent, and an additional drop in Denmark of just under 4 percentage points as a result of the shutdown. This finding suggests that the vast majority of the fall in economic activity in the COVID-19 crisis can be attributed to perceived disease risks influencing behaviour, rather than government restrictions.
Second, we find that the shutdown in Denmark decreases spending among the young (aged under 29) by around 10 percent and increases the spending of the old (aged over 70) by almost 5 percent, relative to a counterfactual without restrictions and with higher disease risks. This finding suggests that lockdowns have the potential to improve aggregate economic outcomes by constraining the choices of low-risk individuals (the young) who would otherwise contribute most to the spread of the disease and thus inducing high-risk individuals (the old) to choose a higher level of economic activity and mobility.
That was my original, and main point, as was his right to return home. (This is personal for me, as I am currently not at home, and I hope I can return next month, without upsetting my neighbors too much.) However, he does seem to live in a lot of places, with Skye seeming to be the least of them. As the UK is still pretty locked down, this seems a bit tone deaf, and I still think the wording of his tweet was carefully crafted.
We need to hear this and share this, because just because it’s not surprising doesn’t mean it’s remotely acceptable. We need to start sharing these stories far and wide, and letting people know it’s NOT acceptable.

Is that a new situation or one that was known going into the pandemic? (It was known) Then why didn’t the administration do more (or do something) to protect the population of the US, with it’s well-documented co-morbidities, from the spread of the virus?
I mean, talk about phoning it in.

In order for a place to be LEGALLY one’s primary residence, one must be there a minimum of 6 months plus 1 day each year. And that sort of thing is watched carefully by the respective tax authorities. You can’t just SAY you’re living someplace if they can see from your purchases that you were somewhere else instead. The economics are such that the sort of person with multiple homes in multiple countries is going to be worth watching for tax revenue purposes.
