Airline management puts enormous pressure on gate crews to get planes loaded and on their way. Gate crews learn that enforcing rules can cause headaches from bosses and it is often easier to let the next person down the line deal with the problem.
Habitually nasty and shameless people learn where and when they can weaponize their behavior, and air travel is a situation where escalation tends to pay dividends – in a creepy metaphorical way she can take a lot of people hostage and she has a lot of experience telling her that the airline will pay the ransom. Odds are the only cost for a front of airplane passenger like her is waiting for the next flight.
