This looks like a regular pooch with some invisible implants, mostly dog with bits of machine. I thought more along the lines of a dog version of a Cyberman, with attached gun platform(s), mostly machine with bits of dog.

I don’t know about Pepsicola Pensacola, but I’ve known some folks in the more rural areas of Missouri who consider spaying/neutering their pets to be an unnecessary expense, when they can just find ways to dispose on unwanted litters after they are born.
Makes be thankful to be born and bred in the big city.
