Guy was a draft dodger, flew to the Yukon to bilk prospectors. Lost his citizenship because of this. Came back anyways. Was kicked out for being a lying sack of shit. Most likely pissed off everyone with his slimy attempt to suck up.

He’s kind of a hero here in Bavaria, as he took over after the disastrous reign of Ludwig II. Restored the budget, managed to reduce taxes, kept Bavaria mostly out of Prussian wars. The Prinzregentenzeit is basically Bavarian for “the good old days”.
