I’ve also seen similar as Seven Sisters’ Cake in Midwestern Polish bakeries (except in a loaf-shape rather than round).

I believe there are a couple differences based on purely superficial culinary analysis of the photo. Prinzregententorte has a chocolate-hazelnut layer between the sponge cake and the outer “frosting” is more of a ganache or fondant than a frosting.
