He know what he’s doing. This hospital is in the middle of a huge scandal (doctors and nurses draining money from a charity meant for patients), and he wants no reporters there.
He’s trying to goad the reporter to hit him, so that the reporter is the story and/or he can throw the reporter out. (Some on reddit even suggest the guy is a Scientologist– which makes alot of sense, because this passive-aggressive angle is straight out of the LRH playbook.)
Of course, the tactic fails as reporter displays superhuman self-control, and the Director cancels the meeting anyway.
