It’s really a cost-benefit thing. People fighting over scraps has happened and will happen… but if it gets that bad, being an individual raider is a high energy-cost and high risk profession. I mean, even gangs of raiders and pillagers are groups of people coming together for mutual assistance. Your ability to steal from others increases with your numbers. There’s just no way around the fact that people band together in time of uncertainty and crisis–even if only to be selfish together. Group cooperation is something we did as a species out of evolutionary selfishness, not because of our better angels. Look at our cousins in the wild, they have far less certain food security and they do it. Do they kill each other, raid other clans, and behave selfishly at times? Sure. But grouping is the norm, rather than going it alone.
