Multi-page TIFF files are the gold standard for scanned documents. You get the original raw data and can do what you like with it (run OCR, convert to PDF, etc.) If the CIA handed out searchable PDFs instead, how would you know they hadn’t edited them to remove words they don’t want you to see?
