By now you should know the answer, when two things that are not mutually exclusive are separated by “or”.
In this case it’s true. The city of Toronto has been fighting raccoons since the dawn of recorded history, and the raccoons are winning.

I’ll admit that I am slightly concerned that raccoons have started to learn how to tie knots. I’m not sure this bodes well for human civilization.
