Once upon a time, this would have been considered a joke remark, but I think this is spot on in this case. Many of the low information types he panders to have probably never paid attention to any aspects of the legal system, except when they have been involved as defendants.

HAHA, she has either never watched the show or too stupid to get it. Inspector Gadget is a bumbling (yet lovable) idiot who always does way more harm then good. Penny and Brain are the real deal running the show behind the scene.

In a way it’s the logical extension of a Presidential election system that was already running on near-permanent campaign mode. He and his staff have just made it official by keeping the rallies going and repurposing the candidate he beat into an Emmanuel Goldstein figure for his supporters’ 2-Minutes Hate.

He’s already registered as a candidate for 2020, did it right after taking office. This is why some groups may not seem to be criticising him like we’d expect or hope: they can lose their tax status by doing so, as he is considered a candidate for legal office. Something he and his crew would use in a heartbeat.
That is one of the downsides to fixed term elections. It’s very easy to game the system that way.
So, yes. He is campaigning.
