Seems like a dumb strategy on the part of the doomed Turmp junta. If the Biden people can’t spend time on actual operations, they’re only going to spend more time looking at the org chart, talking to inspectors-general and recently-purged staff, and working up detailed plans to hit the ground running with firings, indictments, office raids etc. on January 20th.
If you really wanted to sabotage the incoming administration, you’d meet with the transition team, then waste their time. Outright stonewalling only makes sense if these people think they still have more to fear from Turmp.
