No, he really didn’t. That is entirely not what he was talking about. 85 years ago, “dogwhistles” simply weren’t required, as naked racism was considered politically acceptable. To deny that they’re being used now is factually wrong - and perverse.

Dogswhistles were not needed in FDR’s administration. He implemented punitive racist policies and no one questioned him because he told the nation it was necessary. Roosevelt actually implemented forced internment based on race in the name of national security. No judges dared oppose him because he had already attempted to increase the number of justices on SCOTUS from 9 to 15 because his policies had been checked by the court. If that bothered Harry Truman there’s not evidence to speak of. He did not get around to closing the last internment camp for Americans of Japanese ethnicity did not close till March 1946, 11 months after he took office and seven months after the war ended.
The standards of judgment applied for Trump are very different indeed. Liking or disliking the man or the people who voted for him should not be the undercurrent to every critique of his actions. His administration’s horrible ineptitude in coordinating with the DVA on a Veterans’ issues summit speaks for itself. Is it really necessary to make ridiculous assertions of covert racist messaging (in a term that has been around for eight decades) to make the point and tar southerners collectively as racist in the process?

Apparently, the lag between the order to release prisoners and the closing of the last internment camp at Tule Lake took some time and the last internees there did not leave till March 20,1946. EO 9066 was not actually rescinded until President Gerald Ford did it in February 1976.
I agree. And personally I don’t think our current crop of officials are subtle enough to dog whistle like that.
