I think for those pulling the strings “the underclass” being milked is a fairly broad swath. Perhaps approximately 99% of the population, whatever that translates to in £/year. Or maybe 99.9% of the population. Just depends on which particular wing of the party happens to be in charge, and which powerful interests have their ear and/or balls.
