Thank goodness I’m not the only one. Can somebody explain why the drain exits from the side of the curb and into the gutter?
I saw drains like this in the Hollywood Hills when visiting earlier this spring and was similarly initially confused as to their function.
I’d always seen water flow out of the street and into drains in the curb — not the other way around like this.
Best I can guess is that it’s the outflow of a french drain to move water to the curb and away from the house. In this location, there likely isn’t a storm drain, the water is just channeled along the curb until it reaches an actual storm drain.
We have them in my row house neighborhood. Rain from the porch roof downspout goes into that channel running under the sidewalk and it to the street. They’re almost all clogged with debris or the asphalt from the street has risen enough to block them.

Yeah, my reaction was bafflement - what are these draining from?
Wait… why aren’t the downspouts just draining into the earth? Is there too much rain or not enough permeable surfaces? (Both these situations are alien to me - even when I see people who have cemented over their entire yards, runoff just flows down driveways/walkways into the gutter.)

I would guess that there is a layer of clay under the soil in this area. That can screw up drainage magnificently.
