I don’t think the dog is mocking or trolling the baby; maybe it’s just me being an optimist, (as if!) but it seems like the doggo is trying to appeal to the parent on the baby’s behalf.
Like, “Human, come help your offspring right now ; it’s in distress !”

Yeah, I think even the non-optimistic view is that the dog is responding and joining in with a howl just like dogs do with emergency sirens or the howls of neighborhood dogs.
“Mockery” feels like it requires a level of social ass-holery that only humans (and maybe some birds) are capable of.

Dogs always seem so into doing what the rest of the pack is doing. “Howling? We are howling? I too like to howl! Hoooooooooowl!”
