Are “tie” and “thigh” really that confusable? I could understand having trouble pronouncing either, but I think to the ear of a halfway competent English speaker, they would be fairly distinct.
There are other distinctions between different kinds of t’s in Asian languages, “aspirated” and “unaspirated” t and d sounds. He might be oblivious to the fact that the θ sound is something else entirely that doesn’t exist in India or Thailand.

I think you are miss-reading his followers. His followers were not tricked by him, thinking he’s a really great businessman who is smart and can “make America great”. They knew/know perfectly well that he is a stupid, racist, selfish, incompetent, traitorous Russian stooge deep in dept to Putin, actively seeking to completely destroy America’s influence, prestige, and standing in the world, it’s economy, and (now) kill as many Americans as possibly. (originally they thought it would be via a civil war, but now with corona virus).
The big important thing you are missing is that his followers are not being deceived by him. They know he is trying to^H^H^H^H^H^H^H^H destroying America and all the ideals it stands for (or used to stand for), and they are glad. They hate freedom and democracy, because it gives those freedoms to everyone, including other people who they hate and think should suffer. They want the country to burn so that they (they think) can become a master-class where only they have rights, and everyone else (not like them) have no rights, and can be abused and trampled on and exploited however they wish.

But what they do in India is not relevant. That’s not where “correct” comes from. If what Trump said is wrong in the U.S. and in the UK and in Thailand, then that’s more than enough to make it completely, entirely wrong, even if they say “thighland” in India—which, in fact, they do not.

I cannot tell the difference between her second sound (voiceless dental fricative, the “th” in "thigh) and her fourth (voiceless unaspirated dental plosive, if I’m getting the terminology right). But that sound does not exist in the variety of English I grew up speaking, so that’s not really surprising. (I have a Scottish friend who literally cannot hear the difference between the way I say “hook” – short “u” sound, like “pull” – and the way he does – long “oo” sound, like “pool”.)

Eh, it is probably more regional, not right or wrong. My tongue catches at the upper half of my front teeth, but that could also be the language-requirement German I have mostly forgotten.
I have been studying Russian for a while lately, and it is neat to see how other languages have sounds that we don’t, and how we have sounds they don’t, and yet somehow we find a nearest equivalent and make things understandable. The differences she is talking about are mostly meaningless, if the point is just being understood. Which, is the point.
Anyway, the Trump thing to me isn’t about any of this anyway, it’s about the fact he is paying no attention whatsoever to the meaning of the words he is saying, only reading them off robotically. After he caught himself he focused and said it correctly.
