I know under Brownback and Sebelius we had similar agricultural deals with Japan and even some other kind of pacts (non-binding) in other matters with foreign countries. So this isn’t exactly out of character. And it’s not a violation of the Constitution since they’re non-binding resolutions. All they are is formal statements of intent.
