you know that traumatized couple will get billed for that, too. in addition to the ER and subsequent medical attention. they’d better sue that pig.
With all the stories in which “cops do terrible things in or around an ER,” maybe the policy should be they aren’t allowed within 1,000 feet of the building* unless they have been called for help, are escorting a patient, or are being treated for something. When they’re just hanging around, that leads to problems.
*That seems to be the average for school drug-free zones, so it seemed like a good starting point for loitering law enforcement.

Oh, I don’t know what was happening, but I went to drop my kid off at the train station, saw a cop talking to a man on the way. 5 minutes later, on the way back, saw that at least 5 motorcycle cops had shown up to “help”… The man was standing sort of in the middle of the group, hands at his side, not doing anything other than talking.
In my area if there’s more than one cop car involved in the stop, it’s odds-on certainty that they’ve got a Person of Color pulled over. Even if, as you point out, everyone is just standing around talking.
