People have been sleeping in the House of Lords in the UK for centuries. Cruz is just keeping old traditions alive, despite justified attempts to end them.
The answer is to gently persuade him that if he can’t stay awake then maybe it is time for him to retire and allow someone more capable to do his job.

Well, to remove him, you’d need the votes of 2/3 of the members of the senate, which means all the democrats, both independents, and 17 republicans, so…none of it. None of the time. He could never show up again and not lose a cent. Also, given how hated he is by everyone, they might be glad to be rid of him for such a low price.
