Accuse the other side of rigging an election (but only get your own fraudsters exposed), remove systems that make it easier to detect voter fraud like the kind your folks got caught in last time, and then…

Because there’s one final requirement of the program: to find unregistered voters and help enfranchise them. That’s the real sticking point.
Although I have to assume, considering the fact that nearly 100% of all voter fraud that is caught is, in fact, done by Republican voters, they might be wary of getting caught at that part too.
