unless the government is ready to do packet sniffing for figuring out which services are being used, outlawing https, etc. i dont know how’d you go about it.
the best you could do is maybe outlaw the company from operating, or force companies to stop doing business with them, and then hope they don’t open up their servers/service overseas. [ edit: and tiktok already has parallel infrastructure overseas. ]

How can a government agency be in debt? Either it is being funded by the government and consequently doesn’t need to take on debt or it’s privatised, at which point it’s not a government agency anymore. As far as I know the USPS is still the former?

The USPS is operated by the government but is required by law to fund itself from its own operations, rather than be funded directly by Congress.

That’s why I’m saving the Trump check I got for the future, in the hopes that it offsets the upcoming inflationary jumps in the general cost of living. (I know I’m lucky to be able to do that.)

USPS runs at a tidy profit, but is required by law to pre-fund their employee’s benefits out something like 75 years. So it’s not so much that they owe a bank a hundred billion dollars - it’s that the government accounting system tells them they are that far behind in their benefit funding.
Specifically required by law passed during the W era. They’ve been trying to kill the postal service for a long time.
