it sounds like they’re trying to scare the ap program(s) into compliance without ordering them to do so; because ordering them would trigger a lawsuit ( which desantis and co might lose. )
they’re getting what they want regardless, because some number of students don’t want to risk losing the credits they’re about to sink their time into:
