Lobbying isn’t just something corporations do, lobbying is how you get your representatives to understand complex issues, and how legislation can help. Getting money out of lobbying would help somewhat, as would some sort of framework to prevent regulatory capture, but none of those are easy one-liners…

Considering that chaos is pretty much all they can get done, they may consider this a win. Theu need to prove that government doesn’t work, so they make a government that can’t work.
