Yes, it’s Serena Joy Waterford from the Handmaid’s Tale, in the episode from the 3rd seasons where they go to DC to plead for the return of Baby Nichole (June’s daughter), and Commander Waterford makes a series of commercial’s aimed at doing that. Serena ends up turning in Fred to the Americans, so she can get the baby back, but it backfires on her. She also spends that season basically whinging that she can no longer read and write the type of things that Gilead is based on, and even gets a finger cut off for reading at the council meeting. They basically built their society around her ideas about the proper role of women, and she ended up being pretty oppressed by the world that she helped make.
