You are correct in that it is to indicate a flag in motion. When worn on the left sleeve it is oriented with the canton to the left. Also, technically since this flag it trimmed in gold it is referred to as “the colors”
Im puzzled by the maga gentleman above. He is wearing the canton over the left breast, and his right sock, implying he is moving in two different directions. Logically, he must be rotating about his belt buckle.
