Had some problems with rogue Otters in Anchorage this past summer:

My wife and I saw the pack when we were on a walk one day. We stopped to check them out, take some pictures. They were aware of us and, for most of the encounter, seemed wary; just bobbing up and down to get better views and then ducking underwater. But then things turned creepy and they started to move toward us so we got us and our dog the hell out of there.
