It’s a riff on the old children’s show- Mr Rogers’ Neighborhood. Fred Rogers was perhaps the most gentle and kind man in the world.
I have heard him referenced often but it’s one of those things like Gilligan’s island that is a constant touchstone for USians but mostly a mystery elsewhere.
I did know Mr Rogers was a decent human being though.
