Those appear to be jesses, not ties. Ravens are quite playful, and I don’t see any evidence of clipped wings.
After getting the crows at my local park to trust me, I set my sights on the much more wary ravens a couple of weeks ago, and now can get them to fly over when I wave at them. Yes, treats are the lure, but ravens are quite suspicious of those to begin with–around here they assume everything is a trap by default. Now, if I pretend to ignore the ravens, they land and waddle closer and closer, croaking softly to get my attention.
