Uh. Land may be found and claimed, but it is typically worthless until it is developed unless you happen to find gold just laying on top of it. This means grading it, providing roads, sewage systems, water, electricity, etc. It gains value from increasing value invested into neighbors land too and from rights to build on it.
You can today go out and get land for almost nothing in the middle of nowhere if you wish. You will be able to sell it for just about the same amount.
