The benefits of that act to me, as a well paid employed person with no company-plans, were that it expanded the marketplace for me. I had access to more plans than I did prior to the ACA. So I got my insurance because of Obamacare, but it was by no means free.

I was pointing out that the way this job description is written makes me think that UCLA was not really looking for outside candidates. They probably have someone in mind who is currently working and paid through a different source (without insurance), but they are mandated by CA law to post the position as being open.
