Yep. We are sharing some flour and yeast with friends that I sourced from a place not too far from us. They also share space with an egg farm. I got a 50 pound bag of flour for 18 dollars (unbleached bread flour), the yeast for 8 dollars a vacuum sealed pound and the eggs were $5/flat of 20.
They said we can buy whatever we want from them - cash or card - that they would normally sell to restaurants. Their website isn’t that great, but the person I talked to when we got there said to just check it out and call if we had questions or wanted to place an order to pick up.

I work in the US and China. Here, I have an office that was designed for 10-20 people and has 3 bathrooms. But there are only 2 of us. That’s more privacy than at home.
In China, I have to be truly desperate. The new facility has several western style toilets. The old place was squat toilets. Shudder!
Oh, and now that I think about it, you need carry your own TP in China. Some places have it, but not all and often it runs out. So you carry those portable tissue packets where ever you go.

Haven’t scrolled through to see how many answers you’ve gotten, but here’s one more: where I’m at, most shelves are bare. But you can find some at the dollar store type stores with some reliability, since they seem to restock frequently. Also some hardware stores. Lowe’s in particular saved me from having to use leaves when I happened to go back into their infrequently visited cleaning supply aisle. It seems lots of folks don’t know that stash exists. Now we can forgive all the office toilet paper thieves. It was just simple economics.
I know this doesn’t help systemic / cultural issues, but I think a lot of women are really funny on a regular basis
You can get TP in random rural areas / tertiary cities / towns still so the shortage is not really universally distributed
