I don’t think DC is so bad; the worst I can recall getting off-track is that I was on 5th NE and assumed I was in NW. And there is some kind of naming system where, after the streets run past the letters of the alphabet, it’s three-syllable names, names of plants etc.
It’s out in the (presumably, older-than-DC) suburbs where things get weird, I think. Bethesda keeps rearranging itself at 45-degree angles and Silver Spring’s kind of like that, too. Closer to where I live, things fairly much follow a grid, but OTOH there’s weird shit like 62nd Ave, followed by 60th Place, followed by 60th Ave. (there is no 61st Ave. nor 61st anything), which is followed by “ahh, fuck it.”

I had the impression that a bad, bigoted history reading of Indochina played a role as well, and many right-wing bigots consider Algiers a “surrender” instead of what it really was, the French realizing that it just wan’t worth it and simply cruel.
For a nation that makes a big deal of being emotional and driven by the heart, the French are capable of making stone cold rational decisions.
