This isn’t the way he used to speak. People don’t develop speech impediments in their 70s unless they are experiencing physical or cognitive decline.

That’s kind of a tautology, isn’t it? Any loss of previous function can be labeled as ‘decline.’
I somehow doubt it’s as effective as the upper room air purifiers that hospitals use. But, I mean, it’s not like anyone in hospitals use masks, right!? They’ve got it covered! /S
