Yeah, which is what makes his lack of comprehension about what constitutes the UK extra baffling. But I’m guessing, given that family, she more likely made no effort to communicate that to him. I wouldn’t be surprised if she didn’t have much to do with him at all - all that time in military school, for example. (And it doesn’t seem like there was any continued connection to her side of the family, so she may have just made a conscious decision to sever herself from her history. Seems like a Trump thing to do…)

That would have been my second guess - that she didn’t disconnect herself from her family, but Donnie was simply never included in that family relationship. She went back to Scotland to regularly visit them, they didn’t come to the US, and Donnie only joined her when he was three, and then only ever saw that side of the family again for a couple minutes in 2008 for a photo op. It sounds like his sister actually has a relationship with the family there, though she could have established that herself as an adult.
So basically Donnie just didn’t give a shit about his mother’s family, history, or country of origin…
