I’d say they’re both right. Either the jacket is too short or the waistcoat is too big.
I’m guessing he wants the big waistcoat because it covers/minimises his gut in a way a shorter waistcoat wouldn’t.
Nothing wrong with that - that’s what tailoring is for after all.
In which case the jacket needs to be tailored accordingly. And there’s almost certainly something that could be done with the cut of the waistcoat to improve it.
The problem with tailoring is that a good tailor can improve on pretty much any bodily deficiency the customer may have.
But you do have to be prepared to admit that you have bodily imperfections and be prepared to have them pointed out and discussed quite frankly. Politely but frankly.
In a way the requirement for posh people to have good tailoring is one of the few humanising elements. Sort of a “Remember, you too are mortal” thing.
I would say this investigation just nailed him: several instances of trump leaking false stories about royals supporting his properties - but of course this is par for the course, trump has no shame, and everyone just sighs and accepts it:

I thought it was interesting that professionals are saying he really does buy off-the-rack instead of bespoke. As you say, if he were willing to work with a tailor, he could look a million percent better. He is, as has been said many times over the decades, what a poor person THINKS a rich person is like.
A lot of “off the rack” places offer free tailoring. There’s really no excuse.
Cripes, the last time I had to buy a suit at Men’s Warehouse, which was probably $100 on sale off the rack, they measured me up and tailored the suit for free. And this is the President going to a Royal function. Of course they’re going to tailor it (if he had let them). But I think as the article says, he’s wearing it this way to, in his mind, minimize his gut. The end result:
Right, at this point he’s choosing these things and no one can tell him no. As in many other circumstances in terms of bad policy ideas etc, he’s almost literally the emperor with no (or just shitty) clothes.
Even that’s more stylish.
