Adding an apostrophe (not a hyphen) after an intentionally misspelled word is not how apostrophes work. Also misspelled “discribing” in a tweet complaining about someone saying he can’t spell. It’s amazing how much is wrong all at once.

The consensus on Twitter of those similarly baffled seems to be that he’s trying to spell “li’l” and can’t because he’s an incompetent barely-literate oaf.
Which is still an abbreviation of the word LITTLE.

I think “liddle” would be ok as an infantilized name. But even in that case there’s no need for the apostrophe. I agree he was probably thinking of the apostrophe in “li’l” but was very confused. It’s not even a 3am tweet.
I think Li’l would have been a perfectly fine word to use. It’s mean, but grammatically correct.
