In the US legislation might be one of the few ways to actually get anything accomplished as far as guns go. Part of the problem might be people viewing it as their “god given right” when it should be a privilege. But you are right that proper awareness and education is more efficient, but you can roll that into new laws.

I feel that way about drivers license testing.
Ever wonder how long ago somebody’s driving was last critically observed / tested? Or whether they somehow slipped through without passing the test?
I don’t believe a drivers license should be permanent. Retest every ten years minimum!

This is where Freud may have got it wrong. Mental illness follows the obsessions of the day. During the Victorian era in England, when the Evangelicals and the High Church were in conflict but also very influential, mentally ill people often had religious obsessions whereas sexual obsessions seem to have been rather rare. Sexual repression seems to have been far less influential than religious pamphlets and hellfire and damnation preachers.
In the same way obsessions with aliens seem to have coincided with the space race.
There is de facto oversight of people’s driving through insurance. Personally I would go for compulsory gun insurance on a gun by gun basis, exactly as for cars, with it being a felony to have a gun where it is not covered by insurance. The latest Supreme Court decision seems to be rolling back gun rights just a little, now Scalia’s gone to find out if it’s true about Hell and lawyers. Ten thousand people a year at a few million each, plus people injured at lower rates, would be a nice little multi-billion dollar insurance business,
People can have their license suspended if they do awful things on the road.
However, I’ve not once heard of the owner having to pass a retest to restore that license.
It happens quite often in the UK, usually after someone has driven the wrong way down a motorway.
But insurance can result in de facto inability to drive, or (in the UK) only being able to get insurance with a GPS tracker in the car.

It makes no mention of this poor woman’s numerous mental health problems as a cause of her actions and labels her a gun advocate even though 90% of Texans are gun advocates.
