In theory, nobody is supposed to spend more than 1 year in jail. It’s really meant to be a misdemeanor type holding cell kind of thing.
In reality, american jails are just a prison farm league, where they “teach you how to be a better criminal”. I’ve been told by people who’ve done time in both that they’d take prison over jail under nearly any circumstances, because while prison isn’t fun, the guys in jail know they’re not going to be there too long. So they don’t worry too much about the consequences of what they do.
