The tactical whip is a thing now. They are legal to carry, lightweight, and are fucking vicious. They can draw blood, break bones, and generally suck be hit with.

That isn’t a whip. That’s probably a sap/blackjack. There are variants that have a spring-like middle part. Very dangerous and can break bones upon impact, potentially lethal.
